Abstract

Many wide-ranging processes of change, such as urbanisation, climate change and political megatrends, are enforcing changes in the operational environment of land policy. This research examines the current state of municipal land policy and its future development needs. The research focuses on the instruments of land policy, their use and functionality, land policy related goalsetting and the impact logic in land policy. Reporting and monitoring of land policy are discussed as well. Cross-cutting elements of analysis include the transparency and fairness of land policy, which are key elements of acceptance of land policy amongst different stakeholders. The research was conducted using a mixed-methods approach and it relies on several sources of data. The research identifies many development needs for land policy and provides several propositions and recommendations for its further development. In addition, the research further illustrates through examples how the goal setting and impact logic of land policy could be advanced, and drafts a reporting framework for land policy, The framework would provide a means to follow up, evaluate and monitor land policy actions and the use of land policy instruments. through which land policy and actions using the
instruments of land policy could be followed-up, evaluated and monitored. The development propositions and recommendations can be utilized by municipalities, stakeholders, and legislators.
