Abstract
An increasing number of societal phenomena (e.g. climate change) and related policy objectives (e.g. climate change mitigation) are a concern of more than one level or sector of government. Moreover, they are not limited spatially or timewise, but reach different scalar perspectives both in space and time, from local to global and from short to long term. Responding to such phenomena demands integration of actions at different levels and sectors, both spatially and temporally.
The YHTÄJALKAA research project (Strategicness and transcalarity in integrating transport system and land use planning) has built a conceptual approach where such phenomena are taken as the point of departure in integrating land use and transport system planning. With this approach, the project has developed measures for coordinating systems and processes of land use and transport planning, so that issues to be dealt with at different levels could be identified in due time, with appropriately timed responses utilizing appropriate planning tools. Addressing integration and coordinative capacity of planning activities and tools in land use and transport has become highly topical with the recent and ongoing legislative reforms concerning the land use planning system, transportation system and roads, and regional development.
