MULTI-STAKEHOLDER NETWORKS FOR CLIMATE CHANGE ADAPTATION & MITIGATION: A LANDSCAPE-BASED APPROACH

Abstract

The landscape approach is adopted to foster a new and effective approach to climate change adaptation. We describe the methodologies employed for learning and designing participatory processes in 15 pilot landscapes across 7 European countries, based on 29 stakeholder workshops. Focus is the creation of local networks and the definition of strategic inputs for Landscape Adaptation Plans for Climate Change (LACAPs). Main research question is how the dialogue can best be tuned to the local circumstances. In contexts where a strong and clear landscape identity was widely perceived, this has facilitated a proactive approach to cope with climate change transformations. This also revealed the importance of shared, forward-looking and systemic strategies of adaptation to climate change for the conservation and enhancement of landscapes. In contexts where the identification of the community with their own landscape was weaker, the workshops contributed to highlighting the importance of approaching the landscape as a systemic framework to prefigure climate change adaptation scenarios. Interestingly, differences in commitment were observed depending on the prevailing urban or rural nature of the studied landscape since the urban character of an area often creates a different connection between local inhabitants and their landscape.
