Abstract
There are some exceptions to the all-European trend on increasing homelessness. Finland, at the very north-eastern corner of the European Union stands out in statistics. The number of homeless persons decreased from more than 10,000 in 2000 to less than 4,000 in 2022. This is the result of an integrated national strategy by different state authorities, ministries, NGOs and municipalities/cities.
