Abstract
In a world under great pressure for change, the long-term development of regional and urban structures needs to be supported by a continuous foresight system. Nationwide regional structure foresight work has previously been carried out on a project basis, for example in the ALLI 2050 project. However, the rapidly changing operating environment requires continuous foresight, sensitive to different driving forces, their uncertainties and alternative development trajectories, in relation to the trend development of the regional and urban structure.
The PERUS-SKENE project has piloted the implementation of monitoring and anticipation of regional and urban structure development, and, based on the lessons gained from the pilot, developed a model for this work as a continuous activity. In a cycle of a government term, its elements are: mapping of driving forces, the development of a baseline scenario for trend-like regional and urban structure development alongside alternative scenarios, their sustainability assessment, and the formulation of a normative development path based on this information. This work is characterized by coordination, interactivity and co-development between sectors and levels of government, as well as situation room -like responsiveness.
